Pessoa was born in Umbuzeiro, Paraíba, Brazil, on November 23, 1865. He studied law at the University of Recife, and began his political career in 1890, when he was elected to the Chamber of Deputies. He served in the Chamber of Deputies for several years, and in 1902 was elected to the Senate.

In 1919, Pessoa was elected President of Brazil. He took office at a time when the country was facing a number of challenges. The economy was in a state of crisis, and the country was still recovering from the aftermath of World War I.
